How far along The Oasis actually is, cluster by cluster

Emaar publishes handover dates. The Dubai Land Department publishes how much of each project is actually built, inspection by inspection, and the two are not the same thing. Here is every Oasis cluster on the register, from Palmiera at 81.72% to Valoria at 1.12%, and what those numbers do and do not tell you.

Every Oasis project on the register

These percentages come from the Land Department's own project register, which records a completion figure against each registered development and updates it when an inspector visits the site. They are not Emaar's marketing figures and they are not mine.

Completion percentages from the Land Department project register. Stage descriptions are quoted from the RERA Independent Progress Monitoring Report for each project, on the inspection date shown. Marèva (project 4269) and Marèva 2 (project 4270) were inspected on 16 June and 6 July 2026 with infrastructure works ongoing, but no completion figure is published for either yet.

What the numbers say

The three Palmiera phases are the oldest and the furthest along, between 72% and 82%, with handovers from December 2027. Nothing in those figures looks troubled.

Mirage sits at 46.94% with a June 2028 target, so roughly half built with about twenty months to run. Lavita is the one I would watch: 20.13% built against a December 2028 handover. It is only 43 homes, but they are the largest homes in the community, and large houses do not go up quickly.

Then there is a cliff. Address Villas Tierra and Palace Villas Ostra, the two biggest clusters at 487 and 526 villas, are at 6.81% and 6.54%. Both are 2029 handovers, so early is expected. But between them they are over 1,000 homes that are barely out of the ground, and they are the clusters most often sold to buyers who assume the 2029 date is firm.

What the inspector actually photographed

Every RERA report carries the inspector's own site photographs. Put in order of completion they make the percentages easy to believe, because you can see the same build sequence running across eight different clusters at once.

Why you cannot just extrapolate

Address Villas Tierra moved from 3.88% to 6.81% between two inspections. It is tempting to take that rate and project it forward, and the arithmetic gives you something absurd: at just under three points an inspection, 6.81% would not reach 100% until well past 2033.

That calculation is wrong, and it is wrong in a way worth understanding. Construction progress is not linear. The early percentage points are enabling works, excavation, piling and foundations, which are slow, expensive and produce very little visible building. Once a villa plot reaches superstructure the percentage climbs far faster, and on a 487-villa site the contractor is running many plots in parallel by then.

So a low number early does not mean a project is late. What it does mean is that a 2029 handover depends on a phase that has not happened yet going to plan, and you are being asked to pay in instalments against that. That is a different risk from buying into Palmiera at 81.72%, where most of the uncertainty has already been resolved.

What this is useful for

Two things, mainly.

If you are choosing between clusters, the completion figure tells you how much of the build risk is still ahead of you. A villa at 80% built and a villa at 7% built are not the same purchase, even inside the same community and on similar payment terms.

And if you already own off plan, it is the only independent check you have on whether your handover date is still realistic. Your developer tells you the date. The register tells you the progress. When those two start to disagree, the register notices first.

I check these figures against the registered sale prices when I am advising on a specific cluster, because the two together say more than either alone: what people are paying, and what they are paying it for.

Where these figures come from

The Dubai Land Department maintains a project register for every escrow-registered development in the emirate, with a project number, the site area, the unit count, the developer of record and a completion percentage updated at inspection. The figures above were read on 21 October 2026 and each cluster carries its project number in the table so you can check it yourself.

Percentages move when an inspection happens, not continuously, so a figure can sit still for weeks and then jump. I will republish this when the next round of inspections lands.

Newer figures: this is the first in the series.
